KRA's AI to Track Tax Evaders on Social Media as Officers Get Bodycams

The Kenya Revenue Authority (KRA) is in the process of deploying a new technology system to analyse large volumes of data from social media and other sources as it intensifies efforts to detect tax evasion.

KRA is procuring an Intelligence Analysis Tool (IAT) that will act as a centralised intelligence repository for its Investigations and Enforcement Department. 

The system will allow officers to collect, store, process and analyse large datasets from government agencies and other sources to identify suspicious patterns and relationships.

According to KRA, the platform will feature advanced tools such as social network analysis, geospatial mapping, timeline charts and automated dashboards to help investigators interpret complex information.

The initiative forms part of KRA’s broader data-driven tax administration strategy, which includes building a data analytics centre to integrate information from agencies like the Business Registration Service.

This will give the taxman access to details of companies and ultimately help KRA identify individuals who are not paying taxes.

Commissioner-General Humphrey Wattanga said the strategy relies on artificial intelligence, machine learning and data analytics while maintaining that there will be adherence to data governance and privacy standards.

Meanwhile, the authority introduced body cameras for officers in the Customs and Border Control Department in a bid to enhance tax compliance and tame bribery.

The first rollout saw 350 cameras deployed at Jomo Kenyatta International Airport (JKIA).

KRA says the cameras will record real-time interactions between officers and taxpayers, helping deter corruption, reduce confrontations, and strengthen tax collection.

Customs officers handle several key taxes and levies, including import duty, the 16 per cent value-added tax (VAT) on imports, excise duty, the Import Declaration Fee (IDF), and the Railway Development Levy.

The cameras feature GPS tracking, LTE connectivity for live streaming, and secure data storage. Footage will be monitored through a newly established Central Command Centre.
